Joaquin is the manager of International Policy within RMI’s Climate-Aligned Industries Program, where he leads the organization’s portfolio of projects advancing the International Maritime Organization’s (IMO) Net-Zero Framework—the first global climate policy for a hard-to-abate sector. His work spans high-level advocacy with industry leaders and national delegations, analytical modeling of macroeconomic and fleet impacts, and catalytic support to accelerate the deployment of zero- and near-zero (ZNZ) fuels with first movers and partner countries. Through this work, Joaquin plays a key role in bridging international policy ambition with practical implementation in the maritime sector.
Background
Before joining RMI’s Climate-Aligned Industries Program, Joaquin worked across diverse sectors, including business development, mining, innovation, and technical research. He cofounded Quempin SpA, an energy technology startup that scaled porous media combustion technology from concept to commercial deployment, earning recognition in international competition and accelerator programs. He also served as a project manager at Enaex, where he helped develop innovative mining technologies and expand international operations. Joaquin held research roles in Chile and Germany, focusing on energy systems and combustion technologies. He also contributed to projects in sustainable mobility, industrial decarbonization, and hydrogen policy in the United States and Europe.
